Production has decreased since 2011, and the production of biodiesel in Germany and France has not changed much, and other countries have grown rapidly.
Yan Jianmin said that the low proportion of biodiesel blended fuel can fully meet the diesel specifications. The Beijing Municipal Environmental Protection Bureau organized a bus company trial, but it has not been officially used.
In addition, he also introduced the dilemma of biodiesel in China in recent years: the production enterprises fell down in large numbers, and the remaining steps were difficult; the products were difficult to enter the domestic refined oil market and were used in large quantities for low-end fuels; although the exporting EU could solve some of the production capacity, It is not a long-term solution; the national standard for biodiesel is a recommended national standard.

Good morning everyone, I am very happy to take this opportunity to introduce to you our reflection on the latest national standards and application process of our national biodiesel. I mainly introduce two points, the latest national standards for biodiesel, and some of the problems that biodiesel has appeared in our domestic application process over the past decade, and reflect on these issues. We all know that biodiesel has all kinds of benefits, but the biggest advantage is that the waste oil is returned to the table to ensure food safety. If this is done, it is the biggest contribution. Of course, it is also good for reducing particulate emissions.

Let's look at the situation of foreign biodiesel. The United States has reached 7 million tons in 2015, and now it is estimated to be around 10 million tons, so their development is very fast. For the automotive industry, they are concerned about whether biodiesel can be safely applied to the car. Including OEM, ACEA, etc. have been doing so for biodiesel for many years to ensure that it can be safely used in vehicles. Moreover, in 2016, from the support of biodiesel, in 2016, their different models will be guaranteed for the application of B100, or B5, B20, and various biodiesel compositions to their respective vehicles.

But what is the situation when we return to China? We all know the problem of the dependence of oil on foreign countries, and the problem of smog. The biggest problem may be the problem of returning the oil to the table. This biodiesel can be solved. Therefore, to achieve this standard, our domestic production technology should be the world's leading.

However, in actual circumstances, taking the waste oil, some people have found that 3 million tons of waste oil is returned to the table every year. Everyone in the room may have a 10% chance of eating the waste oil. I recently learned from the Beijing Municipal Environmental Environment Association that taking Beijing as an example, thousands of tons of waste oil are produced every day. Because there are about 70,000 food hygiene permits in Beijing, they may produce waste oil, but only a few cars are used to recycle waste oil, so it is doubtful that Beijing's waste oil is going.

The website is also full of such news, first to the animals to eat, and then through their way back to the table. From 2015, our biodiesel production is actually only 800,000 tons, which is not as good as Argentina. In 2010, it has reached 1.9 million tons. It may still be more than us by 2017. What is our situation? In 2015, 800,000 tons, in 2016, 2017 will be less than this 800,000 tons.

Where is this biodiesel produced in China? Although there are hundreds of biodiesel products, they have been very difficult to survive in recent years, and their products are difficult to enter the cost oil market, so this cost is very stressful for them. According to the laws of the economy, or the maximization of benefits, the return of the waste oil to the table should be a way for them to maximize their geographical location. Therefore, many domestic biodiesel manufacturers produce products that are sold to the EU. In recent years, there have been hundreds of thousands of tons of consumption in the EU.

Is the standard backward and lagging, limiting the application of biodiesel in China? Look again, the standard situation of biodiesel is divided into two categories, one is called BD100, and now we have revised several times to use the 2015 standard. It is still true that it is used in combination with real diesel. We are now using the 2015 version of the standard, so some people say that biodiesel is also a recommended standard, and the state has made great efforts in this regard.

This time, I will introduce the latest standards of biodiesel. This standard has indeed been changed to mandatory. This standard has been passed. Recently, the National Standards Committee issued this standard in a grand format.

The new standard has revised the original B5, or BD100 standard, to a standard according to the uniform requirements of the National Standards Committee, and the name has been changed to B5 diesel. Now the B5 diesel standard, including the B5 diesel vehicle standard, should be consistent with the latest domestic standards. Including the national 6-stage emission standards, the original biodiesel standard, the national standard 20828 recommended standard, as an appendix to the mandatory standard, the content is also mandatory. The level of these two standards can be said to be in line with the advanced standards of Gome, reaching a certain level.

This is a brief introduction to the country's 6 stages. This same standard as Europe and the United States should be in the same grade, car users can rest assured of this standard.

The last point I want to tell you is that although biodiesel has so many benefits, and for our country, his benefits should be more important than foreign countries, but why can't it be applied? In a certain period of time, including parts of Hainan, China, Anhui and Yunnan are trying to pass the local government, and have also formulated corresponding regulations and standards. They want to promote it locally, but they have all died in a short period of time. Shanghai has been trialing on buses for several years in recent years, but the scale has remained applicable to public transportation and has not been promoted. There is no formal use yet. In our country, biodiesel has not been officially activated. Why is this happening? At the same time, our biodiesel is very hot. When it is very good, the place where biodiesel needs to be solved urgently has not developed. We think there are certainly many reasons. I personally think that there are some points to discuss with you.

From a macro perspective, when the relevant national departments promote biodiesel, the division of labor and responsibilities are not particularly clear, resulting in a number of laws introduced by the state, including the introduction of the renewable energy law in 2006. However, there are some subsidy policies and tax incentives, but there are some implementation rules that are not so much implemented. Another point, industry practice, petrochemical industry, food safety department, everyone still lacks a unified coordination mechanism to do this well.

In the automotive industry, when I was in the last meeting, everyone in the automotive industry said that foreign counterparts are envious. You are at a low risk. You have not used biodiesel in China. I don’t know if we should envy them or their projects. We Not used in the car, it is used on people.

Another point is that China's ethanol gasoline has been promoted for so many years. How many provinces and cities have been used in China, it is still quite successful. The waste oil is particularly scattered. Now it is a big problem to return the waste oil to the table. The urgency of solving this problem should be greater than that of ethanol. The difficulty of blending biodiesel with diesel is much less than that of ethanol and gasoline, and the temperature of ethanol should be stratified. Therefore, we feel that we are now in the doldrums. We missed the best time to apply. It should be the best time to solve this problem in the 3rd stage. It may be less risky when it enters during that period. But it is not too late, but it can be done in the past, so I think that if you put out the promotion of ethanol gasoline, biodiesel should be greatly improved.

Finally, let me talk about the conclusion. My biodiesel production technology is already internationally leading. Many technologies are not used abroad. Moreover, we can make national standards, and they have already been in line with international standards. There is nothing, basically the same. Therefore, there is still much room for improvement in the production of biodiesel in our country. In such a big country, I think it should be more than 10 million tons. There should be millions of tons of biodiesel, but we only have hundreds of thousands of tons of development. It is not particularly good. So we still need to do a lot of work, so we recommend biodiesel producers to promote biodiesel. We have a fixed route, and the pilot of fixed oil sources has gradually been promoted to the society.
