How to effectively promote integration? Twelve departments such as the Ministry of Land and Resources united to further standardize various management actions such as the approval of mining rights in the integration work, and ensured that the integration work was carried out in an orderly manner. Second, implement the main responsibilities of local people's governments at all levels to ensure the smooth progress of integration. In the second round of integration, 28 provinces (autonomous regions and municipalities) nationwide have integrated integration work into government priorities. The third is the combination of government guidance and market operations. The Ministry of Land and Resources and relevant provincial people's governments advocate the use of economy, law, technology, and necessary administrative means to guide the mining enterprises to implement integration through equity participation, mergers, acquisitions, etc., and pay attention to protecting the legitimate rights and interests of mining rights holders.
