Shandong is an important province for the production and export of footwear products in China, and the high-density footwear industry plays an important role. At present, there are more than 1,300 shoe-making enterprises in Gaomi City. From January to June this year, the city's footwear industry produced a total of 75 million pairs of footwear products, achieving an industrial output value of 4.287 billion yuan, an increase of 28.6% year-on-year; a profit and tax of 395 million yuan, an increase of 35.4% year-on-year; Ten thousand US dollars, a year-on-year increase of 22.5%. Since the shoemaking industry here has formed a complete system from shoe design, production to transportation, and marketing, and has built up a pattern of complementary advantages and positive development for the upper, middle, and downstream enterprises in the footwear industry, the effect of industrial agglomeration has become increasingly apparent. In 2007, Gaomi City was identified as the "Shoe Industry Base of Shandong Province" by the Shandong Province SME Association. On July 17 this year, Gaomi City was also awarded the title of "Chinese Footwear Production Base" by the China Leather Association.

It is reported that the footwear industry is a traditional advantageous industry in Gaomi City and has a history of development for several decades. However, due to the development of high-density footwear industry mainly from family workshops, the generally small scale of enterprises and poor brand awareness have been the main factors constraining benign development in previous years. For example, some companies prefer to play brands of foreign companies and are not willing to register trademarks for products. In order to change the development status of the local footwear industry, in recent years, Gaomi City has stepped up efforts to assist the industry. The first is to promote the rapid development of local shoe-making enterprises through joint ventures and cooperation with large enterprises such as Qingdao Double Star Group; second is to establish the Gaomi Footwear Association and provide guidance to companies in information, technology, training, etc., to guide healthy competition, and to develop the company. Intertek Tianxiang Group's footwear testing laboratory is the European and American safety shoe testing laboratory accredited earlier by the China National Accreditation Service for Conformity Assessment.
