On the 11th, the Ministry of Commerce announced the conditions for the declaration of export quotas for industrial products such as rare earths in 2011 and the reporting procedures. Enterprises that have obtained the quotas for rare earth export in 2010 will apply for the 2011 rare earth export quotas in accordance with the relevant standards proposed in the announcement.

According to the announcement, the production enterprises applying for rare earth export should comply with the relevant regulations of the rare earth industry planning, industrial policies and management of the rare earth industry. The product quality meets the current national standards and has obtained the ISO9000 quality system certification. The rare earth raw materials of the production enterprises must come from the rare earth mining enterprises with mining qualifications announced by the Ministry of Land and Resources. They have environmental protection treatment facilities that are compatible with the production scale, and the pollutant discharges meet the national or local pollutant discharge standards. Circulating enterprises applying for rare earth export are required to obtain ISO9000 quality system certification.

In addition, the announcement stated that in order to increase the concentration of business operations and reduce the number of export enterprises, those enterprises registered after January 1, 2007 will not be recognized for the merger of their rare earth export performance.

According to the announcement of the Ministry of Commerce on October 28, the export quotas for various industrial products in 2011 were: 17700 tons of tungsten and tungsten products; 18,900 tons of tin and tin products; 60,300 tons of tantalum and niobium products; 25 million tons of molybdenum; 233 tons; 830,000 tons of bauxite; 5670 tons of silver; 1.5 million tons of phosphate rock; 680,000 tons of talc; 216,000 tons of strontium carbide; 6,500 tons of licorice and its products;
