Talc industry standard conditions

For the protective development and efficient use of talc resources, optimize the industrial structure, encourage technological innovation, protect the ecological environment, and accelerate transformation and development, in accordance with the "Environmental Protection Law of the People's Republic of China", "People's Republic of China on the Prevention and Control of Occupational Diseases" and other relevant laws and regulations and planning policies , the conditions for the development of this specification.

The talc referred to in this specification is an aqueous magnesium silicate mineral, and the product includes block (granular) talc and talc.

First, the construction layout

(1) Newly built and rebuilt talc projects (including talc beneficiation projects and talc processing projects) must comply with national industrial policies, mineral resources policies, local industrial development plans, overall land use planning and related planning and environmental assessment, and coordinate resources, energy, and Reasonable layout of factors such as environment, safety and market.

During the “Thirteenth Five-Year Plan” period, based on domestic demand, we strictly controlled the increase, focused on optimizing the stock, vigorously adjusting the structure, promoting mergers and acquisitions, and improving industrial concentration. Newly built and rebuilt talc beneficiation projects should be linked to the elimination of backward production capacity, except for tailings comprehensive utilization projects. Encourage the construction of talc industrial agglomeration areas in resource-rich areas and industrially advantageous areas to develop talc deep processing products.

(2) It is strictly forbidden in scenic spots, ecological protection areas, natural and cultural heritage protection areas, drinking water source protection areas, environmentally sensitive areas, urban non-industrial planning and construction areas and other areas requiring special protection, as well as national and local regulations. Within the scope of environmental protection and safety protection, new and expanded talc projects will be built.

Second, production technology and equipment

(1) Newly built and rebuilt talc beneficiation projects should be based on the mineral characteristics of talc, and encourage the use of advanced processes such as light selection, magnetic separation and flotation to improve the talc mineral processing capacity and comprehensive utilization of resources.

(2) Newly built and rebuilt talc processing projects, encouraging the use of distributed control systems, on-line particle size analysis and control, automatic feeding, crushing (grinding), grading, grading and packaging, which can effectively suppress dust-free tissue emissions and The talc production process and equipment of noise, the comprehensive product yield of the product is not less than 95%. (Product comprehensive yield = annual total output of talcum powder / annual consumption of talc concentrate × 100%).

In the existing talc processing project, if the comprehensive product yield of the product does not meet the above requirements, it should be achieved through technical transformation.

(3) The site selection and construction of the talc project shall comply with the "General Plan for Design of Industrial Enterprises" (GB 50187), "Design Hygiene Standards for Industrial Enterprises" (GBZ 1) and "Quartz Sand (Powder) Plant, Talc Powder Factory Technical Regulations (GB/T 13910) and other related requirements.

(4) Newly built and rebuilt talc processing projects, and processes and equipment that do not produce dust and unorganized emissions should be preferred. For processes and equipment that have dust-free tissue emissions, dust-proof measures should be taken. Dust-proof equipment shall be designed, constructed, and put into operation at the same time as the main project, and at the same time meet the standard acceptance. For calcined talc, advanced energy-saving kiln and clean energy should be used.

(5) Encourage the use of the “Industrial Structure Adjustment Guidance Catalogue” to encourage the use of processes and equipment, and encourage the use of products or other energy efficiency listed in the “Energy Efficiency Stars Product Catalogue” and “Energy-saving Electromechanical Equipment (Products) Recommended Catalogue (Validity Period)” The standard reaches the level 1 electromechanical equipment.

Processes and equipment such as “high energy-consuming backward mechanical and electrical equipment (products) phase-out catalogue”, such as elimination and restriction, are not used.

Third, quality management

(1) The quality of talc products conforms to relevant national standards.

The quality of the block (granular) talc product complies with the standard of "talc" (GB/T 15341).

The quality of talcum powder used as a food additive meets the national food safety standard talcum powder (GB 1886.246).

The quality of medicinal talc products shall comply with the national standards for pharmaceuticals such as the Pharmacopoeia of the People's Republic of China or related technical requirements.

The talcum powder for cosmetics should meet the requirements of the "Safety Technical Specifications for Cosmetics" and the "Talcum Powder" (GB/T 15342) standard.

Paint-paint, paper, plastic, rubber, cable, ceramic, waterproof materials, general talcum powder product quality in line with "talc powder" (GB/T 15342) standards.

(2) Block (granular) talc, cosmetics, paints - paints, paper, plastics, rubber, cables, ceramics, waterproof materials, general talcum powder should be strictly inspected according to the requirements of the factory inspection and type Inspection, packaging, marking, transportation, storage, etc. meet the requirements.

(3) The production of food additive talcum powder products must strictly abide by the provisions of the Food Safety Law of the People's Republic of China, the Regulations on the Supervision and Administration of Food Additive Production.

(4) For the production of medicinal talc products, it is necessary to strictly abide by the "People's Republic of China Drug Administration Law", "Good Manufacturing Practices", "Provisions on Strengthening the Supervision and Administration of Pharmaceutical Excipients" and other regulations.

(5) Improve the quality management system and management system and improve the quality assurance capability.

(6) Encourage the use of technologies such as talc surface modification to develop high value-added products such as talc masterbatch, microporous ceramics, and talcum powder for high-end coatings.

Fourth, environmental protection, energy saving and comprehensive utilization

(1) Newly built and rebuilt talc projects Strictly implement the environmental impact assessment system and the “three simultaneous” system.

(2) The talc processing enterprise shall strictly implement the pollutant discharge permit system, control the total amount of pollutants, and strictly prohibit excessive discharge.

(3) The dust-producing process of the talc project shall be dust-proof according to the “Technical Regulations for Dust Prevention of Quartz Sand (Powder) Plant and Talc Powder Factory” (GB/T 13910) to prevent dust from being organized.

The processes and positions that are easy to generate dust, such as crushing, grinding, grading, packaging, etc., should be in accordance with the actual conditions, in accordance with the requirements of dust-proof technical regulations, to achieve a closed operation and to suppress, reduce, and recover dust. The drying process ventilation system shall adopt measures to reduce dust, dust and dust. The processes of conveying, unloading, storage, etc. should also be sealed as required, not open-air, and at the same time supporting the construction of exhaust, dust and dust removal systems.

(4) The dust concentration at the working point of the talc project shall comply with the limit requirements stipulated in the “Technical Regulations for Dust Control of Quartz Sand (Powder) Plant and Talc Powder Factory” (GB/T 13910), and the emission of dust and gas from the factory flue gas and workshop shall comply with Emission Standards for Air Pollutants in Industrial Kilns (GB 9078), Comprehensive Emission Standards for Air Pollutants (GB 16297) and local environmental standards.

(5) If the wet process is used for beneficiation and purification, the corresponding sewage treatment facilities shall be constructed, and the sewage discharge shall meet the requirements of the Integrated Wastewater Discharge Standard (GB 8978).

(6) The waste and tailings produced shall comply with the requirements of the “General Industrial Solid Waste Storage and Disposal Site Pollution Control Standards” (GB 18599).

(7) Adopting low-noise equipment and setting noise barriers for noise control, and the noise complies with the requirements of “Environmental Noise Emission Standards for Industrial Enterprises Boundary” (GB 12348).

(8) Regularly carry out clean production audits, establish an environmental management system, and formulate comprehensive emergency response plans for emergencies.

(9) Encourage the adoption of energy-saving technologies and equipment. Energy-saving review shall be carried out as required for new construction and renovation and expansion of talc projects.

(10) Encourage the recycling and utilization of non-metallic minerals such as chlorite, serpentine, magnesite, tremolite, dolomite and other non-metallic minerals associated with talc ore, using advanced and applicable technologies to comprehensively utilize the development cycle of mine waste rock and tailings resources. Economy, strictly prevent mineral resources from developing contaminated soil.

V. Safe production, occupational health and social responsibility

(1) Newly built and rebuilt talc projects, safety facilities and occupational disease prevention facilities shall strictly implement the “three simultaneous” procedures.

(2) The talc project shall strictly abide by the laws, regulations and standards related to safety production, carry out safety production standardization construction, and establish an occupational health and safety management system.

(3) The tailings storage of the talc project shall comply with the relevant requirements of the Design Specification for Tailings Facilities (GB 50863) and the General Plan for Design of Industrial Enterprises (GB 50187).

(4) The talc project shall strictly abide by the laws, regulations and standards related to occupational disease prevention and control, establish organizational structures and rules and regulations in accordance with the Guidelines for the Prevention and Control of Occupational Diseases of Employers (GBZ/T 225), and continuously improve the prevention, materials and equipment management and work in the early stage. Site management, occupational health monitoring, etc.

(5) The talc processing project shall be set up and maintained according to the requirements of the “dust-proof technology of quartz sand (powder) factory and talcum powder factory” (GB/T 13910), do personal protection, and strengthen dust control and Supervision.

(6) Strengthening the ecological environment protection and restoration of mines, the talc project should report the mine geological environment protection and land reclamation plan in accordance with the Guidelines for the Preparation of Mine Geological Environment Protection and Land Reclamation Program (Guo Tu Zi [2016] No. 21) And implement mine geological environmental protection and land reclamation as planned.

(7) Paying taxes according to law, not paying wages to employees, extracting and using enterprise safety production costs according to regulations, and paying pension insurance, medical insurance, work injury insurance, unemployment insurance, maternity insurance premiums and housing provident fund in full.

6. Supervision and management

(1) The enterprise voluntarily applies, and the Ministry of Industry and Information Technology announces the list of talc production enterprises and production lines that meet the standard conditions, accepts social supervision and implements dynamic management.

(2) Encourage enterprises to self-declare their production and operation in accordance with the regulations of the building materials industry. The regulations for the management of building materials industry specifications shall be formulated separately.

(3) The local industry and informatization authorities shall supervise the implementation of the conditions of this regulation by the enterprises listed in the jurisdiction and the self-declared enterprises.

Relevant associations and intermediaries should actively carry out publicity and technical services.

Seven, the supplementary

(1) The conditions of this Code apply to talc production enterprises within the territory of the People's Republic of China (excluding Taiwan, Hong Kong and Macao).

(2) The laws, regulations, standards and related policies and related policies covered by the conditions of this Code shall be implemented in accordance with the latest version.

(3) The conditions of this Code shall come into force on January 1, 2018.
