Chapter 2 Fire Prevention and Responsibility
Article 5. In the design of new construction, expansion and reconstruction projects, the planning and specific construction plan for fire-fighting water supply, fire-fighting communication and fire-fighting facilities and other fire-fighting facilities must be formulated in accordance with the relevant fire-fighting regulations and reported to the safety and environmental protection department of the thermal power plant.
Article 6. No flammable building shall be constructed in the production area. If it is really necessary for temporary construction, it must be reported to the Ministry of Safety and Environmental Protection of the thermal power plant in advance for approval and be removed within the prescribed time limit. Otherwise, it will be punished according to relevant regulations.
Article VII. If a stove or an electric stove is used in a production area or an office area due to work needs, it must go through the approval procedures with the Safety and Environmental Protection Department of the Thermal Power Plant in advance and use it only after approval. It is forbidden to use an open flame in a place where there is a risk of fire, and it is necessary to use an open flame. , must first report thermal power plant "hazardous hot work approval form" to the factory safety and environmental protection department for approval procedures, and take strict fire prevention measures, the plant safety and environmental protection department and the production and operation department to contact the fire brigade to send people or send a car to the site Only after the guardianship can construction and operation be performed.
Article 8. All units responsible for fire prevention shall perform the following fire safety responsibilities:
1. Determine fire safety responsibility step by step, organize fire inspections, and implement rectification of fire hazards.
2. Establish ( obligation ) fire brigade in accordance with fire regulations .
3. Organize and formulate actual fire extinguishing and emergency evacuation plans that are consistent with the unit, and implement drills.
4. Organize employees to save initial fires, protect fire scenes, trace and handle fire accidents, and assist in investigating fire causes.
5. Organize the implementation of the unit's fire facilities, fire-fighting equipment and fire safety signs maintenance, determine the responsibility of the custody, to ensure that it is intact and effective, to ensure that the evacuation channels and safety exits.
Article 9 The following areas are the key parts of fire safety in thermal power plants:
1. New system diesel pool, new and old system belt conveyor system, new and old system transformer room, steam turbine system and oil processing, heat engine one district boiler room, heat engine two district main plant, archives, chemical warehouse, acid storage, overhaul Station oxygen, acetylene storage room.
2. In the fire prevention key areas, it is necessary to set a clear fire protection sign. All units must appoint special personnel to maintain and administrate fire-fighting equipment and facilities to ensure their completeness and ease of use. Fire-fighting knowledge education and fire-fighting technical training for post staff members should be carried out to increase self-prevention and self-rescue capability.
Article 10: For units and individuals that violate fire safety management regulations and cause fire and explosion accidents, they shall be assessed according to the performance assessment management measures for thermal power plants.
Chapter III Fire Protection Organization and Fire Inspection
Article 11 All units shall establish and improve a mass fire protection organization. All departments and regions set up compulsory fire brigades, and procedures, teams and groups set up compulsory fire brigades.
Article 12: The business technical training of the obligatory firefighters shall be contacted by the plant safety and environmental protection department and the company's Fire Department of the Ministry of Security.
Article 13: The plant department conducts a fire inspection every month. The area conducts fire inspections at least twice a month, and special inspections are performed every day for key fire sites. The contents of inspections shall include:
1. The rectification of fire hazards and the implementation of preventive measures. Safety evacuation routes, evacuation signs, emergency lighting and safety exits.
2. Fire truck access, fire water conditions.
3. Fire extinguishing equipment configuration and effective conditions.
4. Use fire and electricity for violations.
5. The knowledge of fire protection knowledge of key workers and other employees.
6. The management of key parts of fire safety.
7. The implementation of fire and explosion prevention measures for flammable and explosive dangerous goods and establishments and fire safety of other important materials.
8. Operation of firefighting facilities, record the situation.
9. Fire inspections.
10. The setting of the fire sign and its good and effective condition.
Fire inspections shall be completed with inspection records, and inspection personnel and persons in charge of the inspection department shall sign the inspection records.
Chapter IV Revising Fire Hidden Trouble
Article XIV. All units shall eliminate the hidden dangers of fire in a timely manner in accordance with the principle of "three fixed and four not pushed".
Article 15. Fire hazards stipulated by the company's fire brigade and ordered to be rectified within a time limit shall be rectified and written by the units within the prescribed time limit. The fire safety hazard rectification reply letter shall be filed by the plant safety and environmental protection department with the company's fire brigade for future reference.
Chapter V Fire Safety Education and Training
Article 16. The company's safety and environmental protection department entrusts the company's fire brigade to conduct annual fire safety training for fire-fighting safety personnel, special-time and part-time fire fighters, compulsory fire-fighting personnel, and fire safety key positions. The contents include:
1. Fire regulations, fire safety regulations and operating procedures to ensure fire safety.
2. This unit, the fire risk and fire prevention measures of this post.
3. The performance of fire-fighting facilities and the use of fire-fighting equipment.
4. The knowledge and skills of reporting a fire, fighting an initial fire, and self-rescued escape.
All units should organize employees who are new to work and have entered new positions to conduct fire safety training before taking up their posts.

Chapter 7 Fire Fighting
Article 19: Any person who discovers a fire should immediately report an alarm. No one has to obstruct the alarm. When making an alarm, it is necessary to state the location of the fire and the type of fire, and send a person to respond to the fire engine. At the same time, organize the power quickly to extinguish the fire.
Article 20: Units and individuals that participate in fighting fires must obey the unified command of the fire commander. After the fire is extinguished, relevant units shall protect the site, provide facts of the fire accident, assist in investigating the cause of the fire, verify the fire damage, and ascertain the responsibility for the fire accident. The fire scene may not be cleared without the consent of the safety and environmental protection department of the thermal power plant.
Chapter 8 Awards and Punishments
Article 21 All units shall incorporate the fire safety work into the contents of internal inspections, assessments, and appraisals, and shall commend and reward those teams and individuals who have achieved outstanding results in fire safety work.
Article 22 All units and individuals in the area of ​​thermal power plants who violate the rules for fire safety management shall be assessed according to the performance assessment and management measures of thermal power plants, except that they shall be punished in accordance with the laws and regulations of the "Fire Protection Law" and other laws and regulations.
1. No fire alarm, electric hazard, fire alarm, delay alarm, obstruction alarm, false report of fire.
2. In case of violation of the post fire prevention responsibility system or safety operation procedures, if the duty officer is absent from his duties or makes mistakes, the fire, electric hazard, and fire alarm will be caused.
3. Dispose of messy materials in fire water tanks, buckets, and indoor fire hydrants ( boxes ) to contaminate fire-fighting water.
4. Damage to fire-fighting equipment and facilities (in addition to compensation for other items ) or fire equipment facilities diverted for other uses.
5. To bury or occupy fire hydrants ( boxes ) or occupy fire-proof distances, block fire-fighting corridor stairs, fire-fighting vehicle passages, and check that there are no rectifications.
6. Unauthorized in the production area, trenching construction, affecting the passage of fire vehicles.
7. According to the national regulations, fire equipment, facilities, and fire protection signs will be allocated and the inspection will not change.
8. There is a significant risk of fire hazards, without proper reasons, not in accordance with the requirements of the "Fire Hidden Risk Correction Notice" rectification period.
9. Failure to store flammable or explosive materials as required.
10. Flammable, Explosive, Chemical Hazardous Materials There are no data points such as flash point, auto-ignition point, explosion limit, etc., as well as fire and explosion precautions.
11. Waste gasoline and oily cloth are not recovered or disposed of at designated locations.
12. The installation of electrical products, gas appliances or the laying of pipelines and pipelines does not meet the technical requirements of fire safety and was ordered to be rectified within a time limit, and will not be overdue.
13. Smoking or entering a key area of ​​a fire prevention spot does not involve the carrying of lighters, matches, and other fires on the duty room.
14. Without approval, open fire operations shall be carried out before the open fire operation or approval of the fire prevention site or place, but the guardian has not arrived at the scene.
15. Failed to apply for << use of fire permit >> privately in the workplace, use electric stove, and other electric appliances (the relevant equipment shall be confiscated ) .
Chapter IX Supplementary Provisions
Article 24 This regulation shall be interpreted by the Ministry of Safety and Environmental Protection of the Thermal Power Plant.
