Recently, the Provincial Industry and Information Technology Commission announced the "Yunnan Stone Industry Access Conditions (Draft for Comment)", the scope and development direction of the industry, industrial layout, stone mining conditions, comprehensive utilization of resources and environmental protection, stone processing conditions Regulations, etc. are clearly defined.

The "Draft for Comment" proposed that the new stone mining project must be 3 kilometers away from the urban planning red line. Restricted to the main rivers, lakes, highways, railways, bridges and important underground pipe network, within 500 meters of residents' gathering areas, the State Council, relevant state departments and the ecological protection zones stipulated by the provincial, state (city) and county people's governments, New stone mine mining projects in nature reserves, scenic tourist areas, historical and cultural heritage protection areas, and drinking water source protection areas. Stone mining mines that have been constructed or put into operation in the above-mentioned areas shall be gradually withdrawn through relocation, conversion or production suspension in accordance with relevant laws and regulations and regional plans.

Newly built or renovated stone processing projects should be close to areas where stone resources are relatively concentrated, transportation conditions are convenient or close to the target market. Encourage qualified state (city) counties to plan and develop stone processing parks, and promote the development of stone processing enterprises into the park.

In addition, the registered capital of the main body engaged in decorative stone mining shall not be less than 1 million yuan; the registered capital of the general construction stone material mining such as Maoshi and Gongshi may not be less than 1.5 million yuan. The mining license issued by the land and resources department must be obtained in accordance with the law. Stone mining should adhere to the principle of “one mine, one main and one license” and “concentration of high-quality resources to superior stone processing enterprises” to strengthen the management of stone mining.

In terms of comprehensive utilization of resources and environmental protection, stone processing parks or temporary independent stone processing enterprises are required to comprehensively set up sewage recycling and treatment systems, water resources recycling systems, and solid waste treatment systems. The recycling rate of solid waste such as sedimentary stone powder and gravel should reach 100%.
