The scale of independent smelting and separating enterprises using mixed rare earth ore should be no less than 8,000 tons/year; the scale of independent smelting and separating enterprises using fluorocarbon strontium ore should be no less than 5,000 tons/year; independent smelting using ionic rare earth ore The production scale of the separated enterprises should be no less than 3,000 tons/year. The "Conditions" also require the company's environmental protection technology: the development of mixed rare earth ore and fluorocarbon antimony ore should be completed with a complete three-waste treatment facility, a dedicated waste quarry and tailings pond. The development of ionic rare earth ore should adopt the production process suitable for resources and environmental protection requirements such as in-situ leaching, and it is forbidden to adopt backward ore dressing technology prohibited by countries such as heap leaching and pond immersion. At the same time, the "conditions" require that the mining loss rate and depletion rate of mixed rare earth ore and fluorocarbon antimony ore should not exceed 10%, the ore recovery rate of general ore should reach 72%, and the recovery rate of low grade and difficult smelting rare earth ore can reach More than 60%, the recycling rate of production water reaches more than 85%. The comprehensive recovery rate of ionic rare earth ore mining is over 75%, and the recycling rate of production water is over 90%. 20% of the production capacity will be eliminated .
